 IMCS Balkan was founded in October 2010 by Capt. Laurentiu Stoian, who redirected his career to survey and consultancy work after having been at sea for more than 20 years, in all ranks from cadet to Master. He gained further experience as new building supervisor, crewing manager and ISM/ISPS auditor which comes in handy for his main line of business which presently consists of ship inspection work and cargoworthiness inspections for different players in the marine industry. 

The office is located in Constanta, from where most ports in Romania and Bulgaria can easily be reached.
